Wildfire Awareness Week in Island Park


Last week, Island Park Sustainable Fire Community held its annual Wildfire Awareness Week.  The Idaho Falls District Bureau of Land Management (BLM) participated in activies on Friday, July 24th, and Saturday, July 25th.  Smokey Bear was there to greet children and take photos with familes.  Both the BLM and the Caribou-Targhee National Forest had wildland fire engines on site, and some visitors even got to spray water from the fire hose.  Employees were on hand to answer questions and provide information on Firewise as well as a planned fuels treatment project in the Shotgun Valley area.  Youth had a chance to win prizes by answering wildland fire trivia questions.

North Idaho Fire Update for Thursday, July 30th

 Fire Danger Rating:  VERY HIGH  

Fires will start easily, spread rapidly and have a quick increase in intensity immediately after ignition.  These fires can be very difficult to control. Stage II Fire Restrictions in effect within Grangeville and Coeur d’Alene Dispatch Restriction Areas!

Weather:  Sunny and hot today with temperatures reaching near 96 degrees. Winds will be light and variable around 5 mph becoming southwest this afternoon. Tonight will be calm with a low around 60 degrees.  Expect hotter and drier conditions to continue through the weekend and into next week. 

Incident Summary: Fire activity in the area remains light.  Hobo fire resources are continuing with mop-up operations and remains at 90% containment. Bakers Camp is 90% contained.  Refer to listing of active fires (attached).

 Additional Information: 

·         A closure is in place for Blacktail Mountain Trail #292 and #324 (Sections 7, 11, 13, 14, and 24, T62N R5W (36 CFR 261.53 (e) and 36 CFR 261.55 (a)).  Under this closure order, the public is prohibited to go into or be upon this trail. 

·         A closure is in place for Forest Service Road #311 from forest road 302 (milepost 0.0) to terminus at milepost 3 (closed gate), located at:  Sections 29, 30 of T26N, R5W (B.M); Sections 24 of T37N, R45E (W.M) pursuant to 36 CFR 261.50(a) & (b).  Under this closure order, using any type of motorized vehicle is prohibited on this road.  

STAGE II Fire Restrictions:  The following acts are prohibited until further notice:
1.      Building, maintaining, attending, or using a fire, campfire, or stove fire.
2.      Smoking, except within an enclosed vehicle or building, a designated smoking site or while stopped in an area at least three feet in diameter that is barren or cleared of all flammable materials.
3.      Operating motorized vehicles off designated roads and trails in accordance with existing travel management plans for non-commercial purposes including ATVs, UTVs, and pickups. 
4.      The following acts are prohibited from 1:00 p.m. to 1:00 a.m.  A patrol is required for one hour following cessation of all work as described in a, b, and c below: 
a.       Operating a chainsaw or other equipment powered by an internal combustion engine for felling, bucking, skidding, processing, road building, woodcutting or any other off-road activity during industrial operations.
b.      Blasting, welding, or other activities that generate flame or flammable material.
c.       Using an explosive
*Private landowners within city boundaries should consult their local Fire Department for current restrictions in their community.

FAA: Wildfires and Drones Don’t Mix

Responding to recent incidents in which unmanned aircraft systems (UAS), also known as “drones,” interfered with manned aircraft involved in wildland firefighting operations, the U.S. Department of Transportation’s Federal Aviation Administration (FAA) is supporting the U.S. Department of the Interior and U.S. Forest Service in their simple message to drone operators: If you fly; we can’t. 
 
“Flying a drone near aerial firefighting aircraft doesn’t just pose a hazard to the pilots,” said U.S. Transportation Secretary Anthony Foxx. “When aircraft are grounded because an unmanned aircraft is in the vicinity, lives are put at greater risk.”
 
Often a temporary flight restriction (TFR) is put in place around wildfires to protect firefighting aircraft. No one other than the agencies involved in the firefighting effort can fly any manned or unmanned aircraft in such a TFR. Anyone who violates a TFR and endangers the safety of manned aircraft could be subject to civil and/or criminal penalties. Even if there is no TFR, operating a UAS could still pose a hazard to firefighting aircraft and would violate Federal Aviation Regulations.

“The FAA’s top priority is safety. If you endanger manned aircraft or people on the ground with an unmanned aircraft, you could be liable for a fine ranging from $1,000 to a maximum of $25,000,” said FAA Administrator Michael Huerta. “Know the rules before you fly. If you don’t, serious penalties could be coming your way for jeopardizing these important missions.” 

Since so many people operate unmanned aircraft with little or no aviation experience, the FAA is promoting voluntary compliance and working to educate UAS operators about how they can operate safely under current regulations and laws. The agency has partnered with industry and the modeling community in a public outreach campaign called “Know Before You Fly.” 
The campaign recently reminded UAS users to respect wildfire operations. The National Interagency Fire Center also posted a video warning for users to, “Be Smart. Be Safe. Stay Away.”
 
Additionally, the FAA provided guidance to law enforcement agencies because they are often in the best position to deter, detect, immediately investigate, and, as appropriate, pursue enforcement actions to stop unauthorized or unsafe unmanned aircraft operations.
 
So remember this simple message around wildfires: If you fly, they can’t. Keep your drone on the ground and let firefighters and aircraft do their jobs. And, if you see someone flying a drone near a wildfire, report it immediately to local law enforcement and the nearest FAA Flight Standards District Office with as much information as possible. Weather:  Today’s high is predicted to be 89 degrees. The winds 5-9 mph will be southeasterly changing to southwesterly by this afternoon. The upcoming weekend temperatures could be hitting the mid to high 90’s and then continues into next week. 

Incident Summary: Fire activity has been light the past few days.  Hobo fire has reached 90% containment, with crews continuing mop-up operations. Bakers Camp is 90% contained.  Refer to listing of active fires (attached).
